In an influential 1968 essay, ecologist Garrett Hardin described a scenario in which multiple herders share a common pasture, each free to graze as many animals as they wish. Because each herder receives the full benefit of adding another animal while sharing the cost of overgrazing with everyone else, rational self-interest leads each individual to keep adding animals, even though the cumulative effect degrades the pasture for all.
Hardin argued that this dynamic, which he termed the tragedy of the commons, applies broadly to shared resources lacking clear ownership or regulation, including fisheries, groundwater, and the atmosphere's capacity to absorb pollution.
